Abstract


During economical globalization, region technology innovation ability is becoming a decisive factor to obtain international competition advantage day by day as well as the important symbol of competitive advantage which local economical participant in. However, the way in which to promote China’s regional innovative ability, scholars have no consensus. The core of the problem is to find out the key factor which impact the regional innovative ability. First, our study draws on coupling ideas-driven endogenous growth theory (Romer,1990) and cluster-based theory of national industrial competitive advantage(Porter,1990) and national innovation system theory and regional innovation theory added with the factor of knowledge flow ,comprehensive explain the influence factor of the regional innovation, which concludes that the region’scommon innovation infrastructure, the environment for innovative in a region’s industrial clusters,and the strength of linkages between these two,and the knowledge flow. Second, by analyzing the current situation of each region, the paper comes to the result that regional innovation ability in different regions have large difference.Then In order to find out the determinants of regional innovation ability, a empirical analysis is done using the provincial panel data of China between 2000 and 2006, and comes to the conclusion from China’s eastern, central and western regions .The results showed that the stock of ideas and the openness are important determinants in three regions. For this reason, we should increase the openness and make full use of local technical resources. The enterprises in e astern district pay more attention to independent innovation and they are more openning. They also actively develop the cooperation of universities and research institution. Because the enterprises in central and western regions have not yet become the technology innovation subject, they will deeply rely on government investment in research and development. Besides R&D investment promotes the regional innovative ability in the eastern and central regions. It shows that R&D investment is not enough and not a balanced distribution in each region,so it is an urgent affairs to increase the R&D investment in the western region. As a result, the economic and technological policies should focus on the regional difference in the determinants of regional innovative ability in the process to construct“innovation country”and coordinate the development of regional economies.
