Abstract


The rapid development of human society today, information technology, knowledge-based, global integration is accelerating, has greatly changed the nature of competition in the world economy and the scope of wide-ranging and profound impact on all areas of sustainable development, despite the different country or region of its natural conditions, natural resources, economic and social level, thinking, and cultural backgrounds are very different, the understanding of sustainable development and the choice of model of sustainable development is also different, but "development" always is a constant theme of human society. the economic development of the enormous pressure of environmental resources and environmental issues seriously restricted the economic development of China’s modernization is on the road to highlight the main difficulties and contradictions. Correctly handle the environmental protection and economic development strategies for sustainable development must be implemented. Seriously study the environmental protection and economic development of the contradictions, in-depth study of the internal driving force for sustainable development, has a very important theoretical and practical significance. Liaoning Province, in western Liaoning are economically backward regions, a single structure in the region, is a typical non-renewable resources and rely on the economic development of the region, oil extraction and coal mining industry has been the pillar industries in the region. From the point of view of environment and resources, ecological resources in western Liaoning are environmentally fragile areas, while in the area of serious water shortage, drought nine decades. Due to the economic development of heavy industry as well as environmental protection mechanisms for a long period of time the imperfections of government, coupled with some enterprises blindly pursue economic interests, resources and environment in western Liaoning lead to the deterioration.In this paper, the total is divided into four parts: the first is to introduce some of the major economic development and environmental protection related to the theory, first introduced the definition of the environment and resources and relationships; then introduced and environmental externalities externality theory; Finally, the theory of sustainable development and the theory in economic development and environmental protection in the coordinated development of the significance.The second part focused on the status of economic development in western Liaoning, the status of industrial development; At the same time, introduced the current situation, resources and environment in western Liaoning. And concluded that the economic development of backward areas in western Liaoning, one of the industrial structure based mainly on heavy industry and the local environmental carrying capacity of the poor rely on as a result of years of non-renewable resources leading to destruction of mineral resources.The third part is analysis of the actual situation in western Liaoning constraints coordinated development of economic and environmental factors. I introduced from two aspects. The first is the objective factors, which are lagging behind economic development in the region, environmental carrying capacity of the poor, as well as a single structure. The second factor is the government machinery, there are mainly embodied in the sense of a lack of cooperation between local governments, while the imperfect mechanisms of cooperation.The fourth part is on the western Liaoning coordinated development of economic and environmental solutions. Mechanism from the Government and the enterprise’s own recommendations. The first is to strengthen environmental protection mechanisms, the development of relevant laws and regulations, strengthening of mineral resources and protection of water resources and improve environmental protection efforts. Followed by efforts to increase inter-city cooperation, and expand channel and increase understanding. Finally, the overall coordination of efforts, taking into account the coordinated development of various regions. The next-to-business self-development proposals, first of all, it is appropriate to change the mode of economic growth, optimizing the industrial structure. Secondly, innovative mechanisms to strengthen the clean production, and maximize the protection of the environment.
