Abstract


With economic development and the process of industrialization.there is increasingly serious environmental Pollution, especially after the 21st century. People pay more attention to these environment Problems which are brought by extremely weather disasters and global worming. During the Copenhagen climate conference, it has been main direction of development to establish a resource friendly economy with low carbon emission and national energy saving society. Since reforming and opening up, our country has made tremendous development in economic. China has become the important part in the world economy. At the same time, the extensive mode of economic growth has led serious environmental problems. Resources and environmental conditions have hampered China’s economic development. Our country has to reform our finance policy to make sure the sustainable development of china.Low-carbon economy as a new development model for all countries quickly recognized and implemented. Low-carbon economy is its essence, energy consumption, economic development and a new transformation of human life, is characterized from the fossil fuel industrial civilization turned into an ecological civilization, another great economic progress. Core energy technology innovation and system innovation, to change the past, simply by consuming natural resources at the expense of the growth model, China’s economy to continue growing, we must change the economic development model, and the development of low-carbon economy is not only a last resort option. Changes in our country is a major opportunity for economic development. At present, China’s low-carbon economy is just beginning, therefore, the Government’s guidance, to support the development of low-carbon economy in China is particularly important. A low carbon economy must play a strong role of government regulation, which is undoubtedly the ideal fiscal expenditure policy, and has a strong operational. Expenditure policies can the Government’s capital expenditure, consumer spending and related tax subsidies on production and sales market and business conduct to guide, influence the direction of personal consumption, to encourage and support low-carbon economy.This article is divided into six parts. The first section briefly describes the background and the paper topics Research on this issue at home and abroad to determine the ideas and research papers structural arrangements, the article introduces the main ideas and innovations. The second part of the development of low-carbon economy theory of fiscal expenditure policy, described in detail the theoretical implications of low-carbon economy, the meaning of low-carbon economy with Chinese characteristics, as well as government intervention in low-carbon economic development theory. The third part is the development of low-carbon economy of China’s fiscal expenditure policy status quo study. Describes China’s current development strategy and status of low-carbon economy, and low-carbon economy in China is to support the development of the implementation of fiscal expenditure policy, expenditure policy for the last fiscal carpet reasons for the limited role of economic development. The fourth part of the fiscal expenditure policy factors on the analysis of low-carbon economy, the introduction of national competitive advantage theory, fiscal expenditure policy, several factors were analyzed. PartⅤ, respectively, analysis of the European Union, Japan, the United States and other countries in the development of low-carbon economy in the process of taking the expenditure policies, including financial subsidies, financial direct investment, government procurement and other policy instruments, the national low-carbon economy hair played a huge role in the promotion. Summarizes the common development of all countries experience a low carbon economy can be drawn on China’s low-carbon economy useful suggestions. Part VI is the full text of the final part of the most important part, the first clear need to improve the system of fiscal expenditure policy guiding principles, and then from the state financial expenditure on the system, first proposed to optimize the expenditure structure, fundamental for the development of low-carbon economy the development of sustainable financial expenditure system, and finally put forward to support the development of specific recommendations for a low carbon economy
