Abstract


The thesis is based on the Technical Innovation Science, the Statistics, the Systems and the Public Management Science. It comprehensively applies standard research, empirical analysis, comparative analysis and system analysis. Theoretically, it sums up the related research on national system of innovation at home and abroad, and illustrates the related theories on national innovation system’s definition, structure, performance evaluation and the development of countermeasures. Practically, it quantitatively analyses china and other countries’ NIS, sums up the development experience, then put forwards the countermeasures of further developing native NIS, aimed at the problems of Chinese NIS. The research outspreads in the following ways:1. The significance of the research. Human have come to the age of knowledge-based economy. The creativity capacity frequently determines nation’s power. Our country is now in the critical period of building a well-off society in an all-round way. Improving NIS is a logical choice of advancing the creativity capacity. Building a performance evaluation system of NIS scientifically and analyzing our NIS development objectively, contribute to a more precise formulation of the development of corresponding countermeasures.2. The basic theory related to this paper. The study involves national innovation system, performance evaluation and innovation in the development countermeasures. In this paper, the above-mentioned theories are introduced necessarily, and used to be the foundation of launching a national innovation system performance evaluation discussion and making reasonable countermeasures and proposals of national innovation system development.3. Foreign NIS general situations. The thesis analyses the general situations of NIS of America, Japan, German, and Korea. Choosing these four countries is based on the considering of embracing every technology developing strategies as comprehensive developing, advantage field developing, and key field developing.4. Performance Evaluation of a national innovation system. This is an important part of national system innovation empirical research, as well as the fundamental basis for the development countermeasures in this paper. With reference to relevant research, based on the basic theory of performance evaluation, this paper put forward a national innovation system performance evaluation index system, established a reasonable evaluation model, gave the results of the evaluation, and analyzed the evaluation results.5. The suggests of developing native NIS. This part illustrates the development strategies of four sub-systems as scientific innovation, technological innovation, education and personnel training and innovation supporting, based on the theory of NIS. It makes the practice guidances in accordance with the performance evaluation results of this article.
