As an industrial base of New China. as the process of global economic integration gradually promoting and the degree of Chinese reform and opening up continually deepen, Liaoning Province’s level of utilizing foreign capital reached a new height. It is of great significance to revitalize the old industrial base of Liaoning with the foreign capital. Utilization of foreign capital played by increasing in the promotion of Liaoning’s GDP growth to accelerate industrial restructuring and technological progress, employment and other aspects of the role:At the same time. Liaoning dependence on foreign capital for economic growth has also been enhanced.Liaoning Province is one of Chinese major equipment manufacturing bases of scientific research and production, equipment manufacturing industry is an important pillar industry in Liaoning Province, how to revitalize Liaoning Province’s economic and development mainly depends on equipment manufacturing industry’s revitalization. developing equipment manufacturing industry has important practical significance. With the world’s manufacturing center transferring to China, Equipment manufacturing industry in Liaoning Province is undertaking the burden of international capital’s metastasis. Entry of foreign capital, not only to solve the shortage of funds, brought about by economic growth, upgrade the industrial structure, advanced technology and management experience and industry arising from the demonstration effect is self-evident. However, with the use of foreign capital continued to increase, followed by more and more risk, Utilization of foreign capital has brought the threat of national economic security, over-reliance on foreign advanced technology led to the low level of independent research and development, a large number of foreign mergers and acquisitions control of the industries leading enterprises, these risks will affect China’s Liaoning Province, as well as equipment manufacturing and equipment manufacturing industry.The use of foreign capital risk identification, analysis and measurement, for preventing the risk of Utilization of foreign capital is significant. The context of economic globalization, transnational capital flows on the world economic growth, structural adjustment and technological progress increasingly important influence. Meanwhile. China is in the process of economic transition, driven by the need of foreign capital from emerging market economies mature market economy. In this context, the positive analysis of foreign trends and potential changes in the context of its future development trend is very necessary, Take full advantage of the positive impact of foreign capital to China’s effect on Utilization of foreign capital to identify risks, measure and analyze, as a basis to develop at different levels of risk prevention policies and measures to further improve the use of foreign funds in China efficiency, making it more conducive toward the direction of China’s economic development.This paper is divided into five parts. The first is the introductory part, first, it gives out the significance and the background of research papers, the overview of international and domestic research, and then further elaborated on this research, innovative points and weaknesses. The second is the analysis of related concepts and theories. The third part is the basic analysis of the equipment manufacturing industry in Liaoning Province in utilization of foreign capital’s risk. The first is to analyze the status of utilizing foreign capital of Liaoning Province’s equipment manufacturing industry, and then to identify the risk. The fourth part is to measure the risk of utilization of foreign capital for the equipment manufacturing industry in Liaoning Province. It use China’s utilization of foreign capital risk control indicators for the equipment manufacturing industry in Liaoning Province to measure the utilization of foreign capital risk. PartⅤof the equipment manufacturing industry in Liaoning Province is to provide the policy and proposals for preventing the risk of using foreign capital. Put forward the reasonable proposals for preventing the risk of utilizing foreign capital from government, industry and all levels of business.The innovation of this paper is to construct the risk assessment index system of Liaoning’s equipment manufacturing industry to measure industrial security risk, market risk and technology control risk. With the method of case review to analyze the company’s stock control risk, profit transfer risk and the risk of losing brand. But there are also some deficiencies, when constructing the assessment index system, because of the limited of the data collection.I didn’t calculate all the indicators for analysis, only choose parts of the core ones and auxiliary ones. For the index calculation results I didn’t do the significance and consistency test, the results may not accurate.
