Abstract


In recent years, the logistics industry in Shanxi province has developed quickly accompanying with economic of growth. it also has great disparities and many problems compared with other provincial and foreign logistics enterprise. Most logistics enterprises in Shanxi province are scattered and small, a few only large logistics enterprises, such as Taiyuan railway administration、Shanxi road transport group, also have great problems ,the management drop behind and the technique is limited. The more important question is that they lack communication each other, so as to a great deal of logistics resources had wasted. From abroad of experience, in order to resolve this question, an effective method is that founding a strong logistics information system and the fourth-part logistic enterprise (4pl).First we study the 4pl’s present condition and 4PL’s theory. Then analyze the situation of 4PL in our province by Porter’s five competition ability models. It has proved that the 4pl’s function can not be replaced by other logistics mode. The article analyze two kinds logistics enterprise in Shanxi province, the logistics enterprise which managed by government and other professional logistics enterprise, by SWOT analysis models. According to the result of analysis, we decide to found a new 4PL’s management mode which make a league by two kinds logistics enterprise. In this league, the government’s logistics enterprise will play the role of nucleus, other logistics enterprise attend this system and play a important role in it. These two types of logistics enterprises can be supported in mutual complementarily and common development by this mode. We also discuss the management flow and the method of founding this information platform. On the basis of existing domestic and international logistics industry in the development of the system of evaluation and research results, we also fix on target of evaluating and decide to take Fuzzy AHP method as model of evaluating system. The evaluating system indicators are based logistics enterprises and the characteristics of the actual situation in Shanxi province. Last, we take Taiyuan railway Administration and Houma road transport group as example for study , we suppose Taiyuan Railway Administration establish the 4PL platform .Then we use the data which were researched by author and evaluation model to analysis the partnership Houma road transport group ,and get this enterprise colligation result of evaluating system.The purpose of this paper is that it can be able to find a suitable 4PL mode in Shanxi Province and be a significative consult for the 4pl’s study of Shanxi province.
