Abstract

The impoverished problem’s research and discussion are an important problem which the academic circles pay attention to. It is always paid attention to by the economists as a major issue that takes puzzles the human society progressive. The impoverished problem’s research is not only a problem that the world economics research shows solicitude for nowadays, but also a front topic to develop economic. Special mechanism and govern countermeasure which are formed because of poverty regarding the economical reforming country, still have many problems that are worth exploring and studying. These problems’research to develop economic and contemporary economic development has important theory significance.The research to the impoverished problem has very strong and practical significance to our country. Since the reform and open policy, Chinese counter-impoverished struggle has achieved achievements which attract world attention. Chinese impoverished people in rural areas reduced form 250 million in 1978 to 23.65 million people in 2005,which has made the tremendous contribution for the world counter-impoverished goal. But, the impoverished problem in cities of our country has not slowed down along with the economical growth near 30 years since the reform and open policy. Following the economic structure adjustment, our country’s urban impoverished problem is being serious day by day, which becomes an outstanding problem in our country social economic development. Relieving and being serious day by day of the urban poverty not only increases the difficulty of country’s poverty relief efforts, but also has very disadvantageous influence to society’s stability and advancement. In the urbanized advancement, along with industrial structure’s adjustment and promotion, plus rural population are gathering into cities, the urban stricken people will also increase. This problem arouses people’s interest more and more, the government and communities also appear a series of policies and measures about the city counter-impoverished one after another. However, the implement effect is actually unsatisfactory; the urban counter-impoverished situation is still stern. Solving the urban impoverished problem is very good to advance urbanization and to realize healthy development of our country’s economy; it also has very vital practical significance to our country. Because urban poverty has new characteristic and special causes from the reform opens and it has important influence to our economic society develops. So I call it urban new poverty.This article mainly studies the following several aspects. The general research of poverty mainly has made elaboration to the related impoverished content, the author thinks that poverty is a kind of survival condition refers to a some time in a country’s or a region’s individual or the family an not obtain normal material and spiritual needs that society recognizes, the impoverished connation and extension are various, there are income poverty, ability poverty, authority poverty and so on, its forming causes are also various, there are own aspects and social aspects. The new impoverished present situation and characteristic in Chinese city, unify the Chinese present economic and society’s situation, which obtain some eateries about the Chinese new impoverished: the impoverished main body’s expansion, the low income, the low expense, the low living standard, the gap between rich and por expands, there gionthe profession differences are remarkable, the stricken people are been low in the education level and their abilities are insufficient. When analyzing the Chinese city new impoverished causes of formation, form general causes about poverty: income insufficiency, authority to lack, ability to limit, unify our country’s actual situation then obtains our country’s unique origins, there are social structure adjustment and the urbanized advancement objectively causes a part of people into a tight squeeze condition; marketability advancement negates fairly; the essential factor resource distribution is unreasonable; the monopoly causes income differential to expand; education inbalamcement causes ability disparity; the social security is not perfect and the social rescues’systems are not perfect too. Finally, I proposed the corresponding counter-impoverished countermeasure: speed up the economic development; pay great attention to the social justice; eradicate the administrative monopoly; eliminate the education unbalancement ;enlarge the job space;make the social security and society rescues perfect; and the government should play a leading role in the anti-poverty struggle.
