Abstract


As China’s power industry restructuring and market power of enterprise property rights system reform,the foundation of universal power service is changed and cross-subsidies Mechanism will be invalidation gradually,so this is the new issue that China’s power industry is faced with how to effectively provide universal power service. It is necessary that comprehensive compensation mechanism should be established in order to guarantee the effectiveness.Under the guiding ideology establishing universal service compensation mechanism that is suitable for China’s national conditions.For the core of cost compensation,performance factors were firstly introduced on the model of net cost calculation of universal service.Providing the relative performance factors of universal service of power supply enterprises using DEA and estimating compensational quantities of universal service of electric power enterprise based on benchmarking net cost,they should be compensatory basis of establishment the universal service fund in the future.
