Abstract


The principle of“rule of law”is a political structure which embodies in governing the nation and its citizens according to law. There are two indexes measuring the realization of“rule of law”, which consists of nonmalignant enacted law and guarantee of people’s complying with the law. Compulsory Education is implemented by the state according to the law which has the character of mandatory, free and universality, and it must be accepted by all the school age children. The legal system in regulating the financial investment and using in compulsory education has not been perfect, and especially, there are no special laws or regulations for minority areas. The principle of“rule by law”hasn’t been embodied in the practice of compulsory education. Financial investment of the government and the fund using of the schools in compulsory education in minority areas are paid special attention in the paper in hoping to improve the government investment and regulate schools in using them. Case study and interviewing are used as the main study method of this article. Buyi and Miao Autonomous Prefecture of Southern Guizhou, where the situation is typical in minority areas, is taken as an example in this paper. The current situation, problem existed, the reason causing the problem and the revelations we get from the financial investment and using in compulsory education in this area are straightened out. Some ways are proposed in hoping to improve the institutionalization of financial investment and using in compulsory education in minority areas.The paper is divided into the following sections:Chapter one:the theoretical basis of this study. Chapter Two:investigate financial investment and using in compulsory education in minority areas. Chapter three: analysis of current financial investment and using in the area. First introduce the overall situation of the selected region. The current situation of budget presentation and funds using of three counties/cities randomly selected from Bouyei and Miao Autonomous Prefecture of Southern Guizhou will be particularly inspected. Chapter four: the causes and gains of the analysis. Chapter five: some countermeasures to improve financial investment and using of compulsory education in minority areas. This chapter focuses on proposing the idea of institutionalization. Institutionalization of budget presentation is the basic way to realize institutionalization of compulsory education finance. A clear financial management system and the rights and responsibilities of principals as the micro subjects in operations of the compulsory education finance should be legible established.Conclusion: in compulsory education involved the future of our nation and the shaping of the national spirit. It is the starting point for a better living of each citizen. Education, especially compulsory education, is an important means to achieve fairness, At present, the establishing and implementing work of rule by law has not started yet, and the particular historical, economic, political and cultural background situation in minority areas make the implementation of compulsory education here more difficult than other places, so that it more pressingly needs guarantee of the principle of rule by law. Special adverse economic and cultural situations, such as the underdevelopment of compulsory education are existed in minority areas. Institutionalization of financial investment and using in compulsory education is a way inevitable in improve the current situation, and an obvious reflection of building up a society under rule of law with no spare efforts.
