Abstract


The counter service of State-owned commercial bank is an important place to provide products services and credit services for personal customers and enterprises. But operational risks arise in the process of providing customer service because of inadequate internal procedures, human error, system failures and external events. From a commercial bank’s data show that more than 100 economical cases occurred in the he past 10 years, basically, all cases related to the counter services, and the amount of money involved in cases caused by state-owned commercial banks’counter services is increasing. State-owned commercial banks complete share reform and list one after another, this marks the perfection of company’s governance structure, also the capital adequacy and management meet the requirements of BaselⅡ. However, this does not mean you can sit back and relax from. The effective management of counter business risk will be more important in the commercial banks’work of controlling risks. Therefore, the counter operational risk management is the problem to be faced and solved in the commercial banks’risk management currently.This paper firstly analyzes cases occurred in a state-owned commercial bank in the recent years, also analyzes the characteristics, means and causes of the cases. And then summarizes the need to strengthen the operational risk management of state-owned commercial banks. This paper explores the stations of the China’s state-owned commercial banks’risks, and analyzes the causes of the counter services’ risks. On this basis, we provide the measures to improve risk management system, the internal control system and to innovate operational risk prevention of counter services.Innovation and significance of the paper:First, the topics is relevant of the actual work, some cases occurred in the banking industry in recent years, and the analysis and solutions of the cases written in the paper is related about my actual work, through my practice in the management of state-owned commercial bank and the analysis of the cases occurred in my lives, I explore how to improve the state-owned commercial banks counter operational risk management. Second, this paper proposes the humane management in the operational risk management and this is innovative. Now the cases and the counter operational risks occurred repeatedly, to further improve the preventions, it is not enough only to prevent, we also have to spare, and we will multiply the effect if we use the measures to "spare" in the prevention of operational risk.Lacks of paper:because of my limited experience and knowledge, the lack of solid theoretical foundation on this professional subject and my limited ability to collect and process the information, the data obtained can not fully meet the in-depth study on the subject. At the same time, by the systems, structures, environmental constraints, it is inevitably to encounter some difficulties and problems, I will continue to explore the complete solution in practice.
