Abstract


Health workforce through different health vocational training, with a certain professional knowledge and skills, and can provide the health services of all the personnel. Health services and even health development process, human resources for health is always the resources to play a decisive role. In recent years, the proportion of health care, bed guard improper proportion relative shortage of nurses is a common problem in the various regions of China human resources for health in the configuration. Human resource structure incompatible with the level of development of medical technology can not meet the increasing demand for health services by the masses, hinder the improvement of the quality of medical care. With the continuous deepening of the reform of the medical system, the health care market competition is becoming increasingly fierce competition among hospitals in essence, is the talent competition, which requires hospitals must manage people, good people, reasonable development and management of human resources for health. The main purpose of this paper is to analyze the changes in the status and trends of the Chinese medicine hospital human resources for health status and health workforce efficiency indicators to assess the efficiency of the Chinese medicine hospital health workforce, and analyze the factors that affect the efficiency of the health workforce, which proposed to increase the hospital health workforce efficiency recommendations. In order to achieve the above aims, the main use of the following methods: 1 through literature search, read and analyze in-depth understanding at home and abroad this thesis health human resource allocation and efficiency development status as a basis for the formation of specific research ideas, hypotheses; according to the purpose of this study, to the Personnel Section of the hospital to collect data related to information and gather useful information through the Zhengzhou Municipal Health Information Network, Zhengzhou statistics information network and the Henan Health Yearbook; 3 through single- indicator approach, the composite index method, TOPSIS method and bed utilization efficiency index method to analyze and process the data collected. The analysis revealed that the Chinese medicine hospital in the health human resource allocation and efficiency the following problems: (1) the number of hospital health workforce is growing year by year, but the proportion of health care and the proportion of bed protection structure is irrational, an insufficient number of nurses. Health workforce structure of the title, the title of low-less than normal; health workforce efficiency increased year by year, 2008, the working efficiency of the indicators have reached a relatively high level hospital in the efficient operation of state, but with the same industry a leader there is still much room for improvement. In order to enhance the efficiency of the hospital staff, and enhance the competitiveness of the hospital, by contrast with the Guangdong Provincial Hospital made the following recommendations: 1. Improve the staffing system; 2. Establish health institutions in the new employment mechanism; 3. Acceleration develop academic leaders and academic leaders to change the title structure anomaly; 4. development of a set of related pay mechanism; 5. establish a scientific and public performance appraisal system; 6. establish a sound internal incentive mechanism.
