Abstract

With the improvement of living standards, public awareness of fitness gradually strengthen, increasing demand for public stadiums. However, limited financial resources, our government at this stage can not fully meet these requirements. So how to attract private capital to participate in the operation of public stadiums, and provide more efficient services at Olympic venues to become the focus of discussion of the community at this stage. In this context, the departure from the basic theory of investment and financing, and private capital to participate in a public stadium operations influencing factors analysis study using literature data, expert interviews, comparative analysis, logical reasoning. Capital raising, conversion, use, value added, back subordinated the entire course of the campaign as the main line of the relevant factors affecting the return on investment analysis, the main conclusions are as follows: (1) the participation of private capital in our public stadium operators, this mainly refers to the direct absorption of the private economic capital outside the state-owned capital to participate in the operation of the venues that rely more on non-government organizations, and rely less on the government to meet the public's demand for public stadiums, this process need government functions fundamental changes, the need for government action effective system constraints; (2) At present, China's public sports venues exist in the operational aspects of the institutional obstacles to interfere with the normal operations of the public stadiums, is not conducive to capital appreciation, objectively hindered the participation of private capital for public stadiums; (3) private capital at this stage to participate in the operations of the public stadiums lack of support on tax policy; same time can not be guaranteed due to imperfections in the legal system and investment interests of the main; (4 ) Chinese sports consumer awareness is still weak overall sports competition performance market scale is small, profitable operations competitive scarcity of resources throughout the sports service industry is not high degree of market-oriented, profit margins, and ultimately affect the participation of private capital in our public the enthusiasm of the stadium operators. Based on the above analysis, this study suggests that, in the the public stadiums privatization process, the government should carry out the transformation of government functions, to ensure the security of the assets of the private main assets and regulatory boundary defined between the government and public-private stadium main and to provide investment incentives, such as tax breaks, to ensure the sustainability of the operations of the venues the private main, to get enough revenue to cover the cost of operating process, and pay the necessary cost of investment to ensure the venues private The main recovery of fixed costs; improve the legal system to ensure that the interests of investors, from the system; Sports Management System Reform, to guide the development of the sports industry, especially the development of Sports Performance Industry.
