Abstract


Today,the various countries’ competition is the talented persons competition.A country wants to enhance international competitiveness,must follow the human capital forerunner pattern.The human capital is not the natural existence resourse,it can form the human capital only through education and training.So,human capital formation needs investment.The higher education as one kind of carrier of human capital investments,is taking on significant responsibility of a country’s and region’s future development.Our country higher education is in a period of reforming and transformation,regions’ higher education development is not balanced.So,analyzes our country various regions higher education and the human capital present situation scientifically,finds disparities and reasons,then following the guiding of the human capital investment theory,and gives some suggestions to regional higher education, with high theoretical significance and practical value.Based on collection widely,analysis and integration of correlative literature research of home and abroad,the paper is comprehensively using higher education theory,human capital theory and regional economics theory and adopting the method of theoretical and empirical research,quantitative and qualitative analysis.Firstly,the paper defines the connotation of human capital,human capital investment and regional higher education,and clears the correlation of mechanism of human capital investment,higher education,regional economic development and constructing evaluation index system of regional human capital,and analyzes the national different regions(provinces and cities) of status quo on human capital and uses SWOT analysis method to analyze the strengths and weaknesses of regional human capital and of higher education development of Liaoning province.Based on analysis results, this paper sets up SWOT development strategy matrix of the human capital and higher education and puts forward the Strategic choice of higher education development of Liaoning province on the basis of regional human capital.(1) Increasing education investment, improving higher education quality and lifting stock quantity and quality of regional human capital.(2) Rational allocation of higher education resources and optimizing regional structure of human capital.(3) Actively developing elite education,vigorously developing vocational and technical education,and optimizing hierarchical structure of human capital.(4) Adapting to economic development of Liaoning province,rational distribution of disciplines and specialties and optimizing specialty structure of human capital.(5) Establishing gathering talents effect and perfecting agglomeration mechanism of human capital.
