Abstract


Research university is an essential element of the national innovation system.The expedite formation of research universities will be significant to the reinforced cultivation of elite and scitific research,to the improvement of the higher education’s quality,to the construction of the innovative country.Therefore,The abundant educational funds is the prerequisite of the expedite construction of research universities.The systematical research about the subject ’The diversified fundraising ways of the research university’is presented in this paper.The development history and the fundraising background of China’s research university are generally reviewed at first.Then the fundraising status of the research university at home and abroad are compared and analysed.Based on all these information,this paper provides a further discussion about the obstacles and questions in the fundraising process of China’s research university.Furthermore,Some countermeasures and suggestions is broached in order to exploit the fundraising potential of the research university sufficiently,to optimize the structure of the school-running funds in research university.The prediction structures of the school-running funds for China’s research university in the next few years is presented below.Firstly,the governmental investment will remain the main source for the funds of research university.The proportion of the financial education funds will has some increase,but has limited room for further increase.Secondly,the propotion of the scientific research funds will be increase gradually.The government will continue to strengthen the investment for the research university’s scientific research funds,and especially in the fundamental research area.Thirdly,the standards for undergraduate students’tuition fees should be maintain the same.Meanwhile,A new tuition system should be explored actively;The reformation for the graduate students’tuition fees should be further implemented,and the student’s subsidizing system should be consummated.Fourthly,the source of the social donation for the funds should be considered seriously.Both the university and the society should be work hard in order to get more social donation.Fifthly,the relationship between the university and the enterprise should be further coordinated.University should gradually change its role in the process of high-tech industrialization.According to the analysis,the emphases of the fundraising for China’s research university should be lie on the scientific research funds and social donation.The increase space for the governmental investment and the tuition fee is limited.Thus,we should pay attention to the adjustment of the micro policy and the efficiency of the fundraising process. In the long term,in the research university,the proportion of the funds from the school-run enterprise and other sell and service in the source of the funds for the high standard research university will decrease.However,there will be no obvious change in the short term.
