Abstract


The tuition of England is rising.Higher Education tuition has always been an important issue during the process of reforming and developing for all the nations in the world.Since it concerns not only the prospective of higher education but concerns the degrees of social justice as well.As one of the earliest nations which used to develop higher education around the world,UK has enacted a series of important HE policies, which influenced the development of UK deeply.Valuable experiences among are worthy of learning.The innovation of essay lies in finding out the background and the theory of the reforming.The development process of UK HE is basically in compliance with "Phases Theory of HE" undertaken by Martin Trow,an American socialist and educationalist,who divided the development of HE into three phrases:the elite education,mass education,universal education.The grounds for the reforms of UK HE are also thought to be on the basis of "Public Service Polices", "Cost-Recovery Polices" and "A Theory of Justice" respectively.Based on the former researches,the article tidies the three tuition policies from "free tuition and grants " to "Different fees for different courses) " in three parts.On political,economic,cultural and educational vision, the essay uses the methods of text analyzing,the author selects the policies related to tuition and analyzes the process of tuition and support policies,according to the framework of "purpose and aim","cause and motive","implementation and execution","influence or effect".Meanwhile,the article combs the evolution of UK HE tuition and support policies.
