Abstract


Basic education throughout the education system has overall basic guiding role to promote the harmonious development of basic education in urban and rural areas and focus of basic education , which is an important manifestation of educational fair . The good news is that our country in recent years also has introduced a number of policies to strengthen efforts to support basic education in rural areas . However , the asymmetry of the performance of basic education in the concepts of education, school conditions , restricting the development of basic education in rural areas , but also very difficult to narrow the gap between urban and rural basic education . For urban and rural basis of education 's development problems , the researchers benevolent see benevolence and the wise see wisdom , from different levels of urban and rural basis of education conducted a status quo the description , reason for the analysis and countermeasures of explore , for the formulation of the national co-ordinating urban and rural Basic Education Development Policy an important basis. Literature law and theoretical studies , trying to co-ordinate the development of basic education in urban and rural areas from the perspective of the symbiotic theory problems , and strive to seek new theoretical support for harmonious urban and rural primary and secondary symbiosis . The symbiotic theory as a new theory has wide application and general applicability, cooperation and harmonious development in real terms as the core mechanism of symbiosis theory and urban and rural basic education and rural development is consistent and co-ordinate the development of harmonious coexistence . Symbiosis theory and reality of the development of urban and rural basic education , basic education in urban and rural areas two symbiotic unit asymmetric mutualism analyzed from the aspects of the national education policy and education management system and school management for the promotion of co-ordinating the development of basic education in urban and rural areas basic countermeasures , namely the establishment of the mechanism of cooperation and interaction of the two symbiotic unit of the urban and rural primary and secondary schools , symbiotic mutual aid mechanisms , the social dynamic mechanism of educational resources , to co-ordinate the development of government-led mechanism to promote the harmonious development of basic education in urban and rural areas .
