Abstract


In a modern information society in which science and technology advance rapidly with each passing day,how to make the capital of the state-owned business performance evaluation represent both micro performance and macro-benefit,both subject evaluation and market evaluation,and both short-term achievements and long-term achievements as well? This is an important issue in Budget Management of State-owned Capital Operation.In this article refer to a large number of domestic and foreign-related research and the results,combined with China’s state-owned enterprises,development of performance evaluation,the author focuses her analysis on the existing problems of our current "Enterprise Performance Evaluation System(2002)" and "Performance Evaluation Plan for Central Enterprise Responsible Persons".On the basis of the above-mentioned analysis and for the two purposes of optimizing our conventional financial indications and expanding indication system,expect to have multi-faceted evaluation to state-owned capital operation.In the end,the author evaluate the performance of ABC Iron and Steel Co.,Ltd with performance evaluation system based on her reestablished indications system.This paper concluded that,in order to realize the state-owned capital’s operation goal in long term,we should continue to optimize the evaluation indication system to achieve the performance-oriented,and makes state-owned enterprises not only pay attention to their own financial benefit,but also lay stress on macro-control and the social aspects of state capital’s performance.
