Abstract


In a highly developed market economy countries , the newly industrialized countries , SMEs have become the driving force for the continued growth of the national economy , an important channel for increasing employment , promoting the technical progress of the new force . China since the reform and opening up to develop a series of fiscal and tax preferential policies for the development of small and medium-sized enterprises play a positive role , but overall , the current fiscal policy support the development of small and medium-sized enterprises is only a narrow concept of fiscal policy , rather than multi-dimensional , on fiscal policy in the broad concept of comprehensive system . The purpose of this research is to break through the customary mode of thinking , from a public policy perspective , the current fiscal policy support the development of small and medium-sized enterprises as a policy system to be studied , and to explore the establishment of a new sound to promote SME development with Chinese characteristics fiscal policy system, play a greater role in promoting the development of small and medium enterprises in China to promote fiscal and taxation policies . First , this paper analyzes the definition of the standard of domestic and foreign SMEs and proposed SMEs raison d'etre , is proposed based on the theoretical basis of the government financial support for the development of SMEs . Second, the rich learn from foreign experience in fiscal and taxation policies and practices based on , the focus of the current fiscal and taxation policies for SMEs evaluated . Three levels of in-depth analysis of : The first explains the connotation and denotation of the fiscal and taxation policies for SMEs , financial support SME development policy role path ; Second , the characteristics of the development of SMEs in China and problems the analysis , countermeasures more timeliness and relevance ; Third, the empirical analysis of the fiscal and taxation policies for SMEs constitute the flaws of the system and the effect of tax incentives for SMEs . Finally , on the basis of the above theoretical analysis and practice of the article focuses on the perfection of the SME fiscal policy system suggestions . Way out for the development of SMEs in the current financial crisis, the plight of a preliminary study established the principle of fiscal support the development of small and medium-sized enterprises , and policy direction , conceived on improving the system of fiscal policy to promote the development of small and medium-sized enterprises .
