Abstract


It is no doubtful that oil has become the country’s economic development for the important role, and the energy issue of globalization and political growing tendency. Inadequate supply of energy has become one of the biggest obstacles in China. Energy security became increasingly important position in our national energy security strategy. It has become a center of the national strategic task. China has considered energy development strategy in the crucial period. China’s oil security is protruded and exposed increasingly evident. China’s oil annual crude oil and finished oil to import has more than 100 million tons. China has become the second big oil consumer in the world. At present, China mainly imported oil from Middle East, imported oil accounted for more than half of the total from Middle East. It mainly depends on sea through the Strait of Malacca. Strait of Malacca connect Asia、Africa、Europe. It is the lifeline of offshore oil on sea. It is vulnerable route for risk of blockade from geopolitical perspective. Oil supply security issue has become serious challenge for the future of China. Therefore, reducing the dependence on the Strait of Malacca、building energy passage、rational energy consumption、plan to conduct oil reserve、and use of renewable energy is conductive to china’s energy security.In this paper, energy and national security strategy in view, the western reign of Xinjiang as a key petrochemical industrial base, resources, deep-processing capacity, transiting advantages. Such the strategy will be oil resources and china’s energy security colder together. Building energy base of Xinjiang is based on Xinjiang’s resources and industrial advantages. What Xijnjiang turned to the oil resource is richly endowed by the nature, yield, production and induce a significant volume in china .Therefore , the development of the oil center for the energy has a strong advantage and potential. Xingjiang reign give a full play to its advantages in resources, Building Xinjiang’s energy base safeguard energy security in China .Therefore, the paper research China’s energy security from this following aspects and it has the realistic prospects to build energy base in Xinjiang.1. Discussion on energy and national security strategy, as well as foreign energy security system .2. From the distribution of country’s energy and the status of China analyzes the factor of effect for energy security in China . . 3. For the analysis of Xinjiang’s reign and advantage lay the foundation for energy base in Xinjiang , and adhere the scientific concept of development . It should be accordant with the national energy security of the actual building energy base .4. It research measure of building energy base , development of channel building strategic oil reserve an development of the renewable energy source to specific analysis.
