Abstract


Through the World Bank loan projects , and absorption of the introduction of an international organization of scientific , rigorous project management theory , ways and means to effectively improve the level of project management . However, due to our previous World Bank loan projects and national investment in the construction of the project to a single state-owned large-scale projects mainly for small , decentralized , diverse ownership group under the system of project management experience is still quite lacking , usually the World Bank loan project management approach to project management , there are many groups suited place . In this paper, the World Bank and China in the project management policy differences comparing , combining a typical project group - Zhejiang small hydropower World Bank loan project , the project group are facing challenges and constraints of project management in-depth analysis , introduced the project to explore the establishment of a project Management Office (PMO) as the core of the frame program management model and phased implementation of hierarchical management, program management approach , pointing out that the program management modes and methods of the advantages and engineering practice for the case of a sub- case analysis conducted . Paper concludes that the World Bank loan , Zhejiang small hydropower program management problems , and the corresponding measures for improvement . This paper discusses the program management model and management approach to successfully grasp Zhejiang small hydropower World Bank loan project group management critical control points , and uses compatible with a group project management processes , to meet the project constraints ( World Bank its financing policy and procedural requirements ) , while fully taking into account the number of multiple subprojects , the fragmented nature of the construction site , to help shorten the duration subprojects , reduce costs, the project group ( especially given the constraints of the project under group ) management problems with a positive reference . The project group management model and management approach has been fully affirmed by the World Bank . Additionally, this article intends to use for other borrower of the World Bank loan of the World Bank and its management to increase awareness of the policy in project preparation , implementation of the process to avoid unnecessary mistakes , detours have a positive reference value.
