The electricity industry as China 's basic industries , accounting for 8% of the fixed assets in China , and how to build to meet the power needs of the market to adapt to the trend of the development of the electric power system reform , can correctly guide the operation and management of the power enterprises to meet the requirements of stakeholders performance evaluation system , has become a very pressing issue . Therefore , a provincial power supply enterprise as the research object , and to explore ways to establish a scientific and reasonable the county power business performance appraisal mechanism to enhance the management level of the supply business leaders , to improve the operating performance . This article take the Kaplan and Norton Balanced Scorecard , learning and growth in four areas , from financial, customer, internal operational procedures , the use of the Delphi method , AHP Analytic Hierarchy empower each indicator , to build a new power supply enterprise performance appraisal system . Through the analysis of the case , that the appraisal system is effective and feasible .
