Abstract


China is the largest producer and exporter of textiles in the world and has great influence force on the world’s textile trades.Textile industry is the predominant industry of our country;it contributes a lot in expanding employment,accumulating funds,getting foreign exchange,invigorating the market and promoting regional economic deyelopment. As ATC ended on January 1st,2005,textile trade was brought into free trade time and our textile industry has entered a rapid development period.Our textile exportation increased promptly and this made other countries so worry about their textile industries that they appealed to trade protection forces.With the coordination from GATT and WTO,the world’s tariffs have been reduced by large margin.Thus,other countries turn to new trade protection measurements to set new barriers for our textiles,such as anti-dumping,special safeguard measures,technical barriers,social accountability barriers,etc.Our international textile trade environment hasn’t been improved since the elimination of quotas.This paper is based on the theories of trade protection and looks back at history of our international textile trade environment.First,the paper discusses different trade protection measurements and non-tariff barriers,focusing on the impacts they brought,and then summarizes the impacts from the economic view.Next,the paper uses trade gravity model to calculate the specific impact of different environmental factors.At last,the paper predicts the trend of our international textile trade environment and provides some advice on how to deal with the complicated situations for government and enterprises.
