Abstract


Shortage of energy、declining on the degree of energy security are the important Constraints which affect the development of our country as well as Shandong Province. At the same time, coal-dominated energy structure of Shandong is the root of the long-term problem of atmospheric pollution. So, there are more and more concern on applying the Scientific Outlook on Development, and building the resource saving ,pro-environmental society, developing renewable energy, especially the development of Solar energy conversion industry. The solar energy conversion industries of Shandong province has been in a rapid development in recent years. Scale and quality of enterprise rank highest , and formats a large number of leading enterprises and brand-name products. On the other hand, there were factors constraining the development of the solar energy conversion industries of Shandong Province, such as small-scale, low-level, which are the urgent problems to resolve. The paper re-recognizes and positioning the attribute of solar energy conversion industry based on the introduction of the use of solar energy, constructs mechanism of solar energy conversion industry ,and analyzed the advantage and challenges of solar energy conversion industry emphatically, then propose feasible countermeasures and suggestions on the development of solar energy conversion industry of Shandong based on the gap and problems exsited in solar energy conversion industry of Shandong. With the characteristics of feasibility, dynamics and forecasting, this paper provided a new development direction for solar energy conversion industry of Shandong and offered a basis for making correct policies of solar energy conversion industry and solar energy conversion industry planning at the same time.The following content are studied principally in this paper:1、Research on the attribute of solar energy conversion industry. The history and way of solar using were presented; based on the above-mentioned effort, the attribute of solar energy conversion industry was identified and characteristics were presented. 2、Research on the situation of solar energy conversion industry. On the basis of analyzing on opportunities for developing the solar energy conversion industries, the paper exposited the superiority of the solar energy conversion industry of Shandong, and analysed challenges of solar energy conversion industry of Shandong , such as small-scale, low-level , lack of supervision .3、Research on the mechanism of solar energy conversion industry. Establishing mechanism systerm to develop solar energy conversion industry, including policy mechanism, the dynamic mechanism and operation mechanism, safeguard mechanism, each of the mechanism also included a number of sub-mechanisms which connect and interact mutually.4、Strategy research on the solar energy conversion industry of Shandong province. The paper proposed some strategies such as constructing financing environment、innovative technology and so on.The main innovations in this paper are as follows. Firstly, the paper analysed the strategic opportunity of solar energy conversion industry of Shandong province from three aspects, and discussed the development mechanism and system environment of solar energy conversion industry of Shandong province, and revelated the factors constraining the development of the solar energy conversion industries of Shandong province, such as small-scale, Low-level. Secondly, this paper defined the solar energy transformation industry as the high tech industry and the vigorous development emergent industry. Thirdly, this paper proposed the mechanism and the countermeasure for Shandong Province to develop the solar energy conversion industry.
