Abstract


Entrepreneurship has a unique role in economic development, its ability to promote economic growth, expanding employment, and through a series of effective economic and policy instruments to promote the efficient use of existing resources. Understanding of peasant entrepreneurship, we can not simply add a limiting word \Farmers to own characteristics in the entrepreneurial process, we believe that farmers entrepreneurship is such a process, in this process, farmers rely on family organization (or relatives and friends of the relationship between the formation of a loose informal organization) or to create a new organization, by putting certain productive capital, relying on the rural areas, to carry out a new career by expanding the scale of production or engage in new productive activities in order to achieve wealth increase and its pursuit of the process. GEM model, based on the factors that affect the entrepreneurial capacity of farmers broken down into four main categories: own factors, institutional factors, external environmental factors and socio-cultural factors. Their own quality the (psychological quality and ability and quality) is an important factor affecting the entrepreneurial capacity of farmers. The psychological qualities include: entrepreneurship and risk awareness; awareness of entrepreneurship including entrepreneurial ideas, entrepreneurial purposes; risk awareness including start-up difficulties and entrepreneurial risk. The impact of institutional factors on migrant entrepreneurship is embodied by the dual structure of China's socio-economic as well as the unique rural system. External environmental factors that affect the entrepreneurial capacity of farmers be summarized as: financial support, the level of regional economic development and policy support. The pros and cons of the external environment affect how much farmers 'entrepreneurial opportunities and farmers' access to and grasp of entrepreneurship. Social culture of migrant entrepreneurship has an important impact. According to the principle of scientific, systematic, feasibility and operability index system, the establishment of entrepreneurial capacity of farmers by the expert scoring method and AHP to determine the weight of each index, and thus the entrepreneurial capacity of farmers of all regions of the country, the empirical analysis, analysis be drawn: the overall level of China's entrepreneurial capacity of farmers is not high. The eastern region better entrepreneurial capacity of farmers, generally in the central, western poor. Enhance the entrepreneurial capacity of farmers can not do without government support. Government to focus on the following aspects of work to promote their business: First, we must strengthen entrepreneurship training to improve the entrepreneurial ability of the migrant workers, enhance the sense of entrepreneurship. Second, we must strengthen services to business, entrepreneurial threshold as low as possible. To simplify procedures, to open up the green channel of migrant workers in a timely manner; want to build a business platform to provide advice and information services for migrant workers start. Third, we must improve the financial services, to provide credit support. To relax the range of venture capital financing collateral, the pilot farmers contracted land mortgage. To the establishment of returning migrant workers special support fund to provide financing subsidies for returning migrant workers. Fourth, it is necessary to carry out financial and taxation support to minimize start-up costs of migrant workers. Through tax cuts, interest rate, free, three-pronged approach, migrant workers start to give special breaks, to reduce the start-up costs of migrant workers. Fifth, we must strengthen the construction of an entrepreneurial culture and create a strong investment in their hometowns atmosphere, and enhance the attractiveness of returning migrant workers.
