Abstract

The Earth’s climate is undergoing global warming as the main characteristics of significant change in the past century.With a worldwide disaster prevention and reduction in depth since the 80’s of the 20th century,the international academic of disaster has begin to attach importance to research on vulnerability’s function in the process of forming disaster,and research on vulnerability has been set as an important research content by international science programs and agencies on the research agenda.Drought is one of the natural disasters which most influential and resulting largest loss of the agricultural economy in the world.There has always been a high incidence of drought and other disasters in Chongqing region,and climate disasters,especially drought,have been accuring with more frequancy there against the backdrop of global warming in recent years.In 2006,the worst drought took place in Chongqing since 1891,the year beginning to record weather data.This drought brought enormous loss of property and difficult livelihood to poor mountain farmers of Chongqing,and further exacerbates the poverty situation of poor farmers.In this context,based on the micro-scale farmers,using a combination of theoretical research and field surveys,qualitative and quantitative methods,the paper studies the farmers’ vulnerability to drought in poor mountainous areas and its relationship with the sustainable land management,and then puts forward some adapting countermeasures about sustainable land management.The paper is composed of six parts.The first chapter introduces the background and evolvement study both at home and abroad,explains the purpose,contents,study area,methods of this study,and describes some theories related.ChapterⅡdescribes the basic issues of studying the vulnerability of farmers to drought,including the concepts,research objects and influencing factors of farmers’ vulnerability to drought.ChapterⅢanalyzes farmers’ vulnerability to drought in the study area,including drought conditions in recent years,adaptation activities of farmers,effects of the most serious drought,farmers’ vulnerability to drought and drought vulnerability of different households as well as the reasons for farmers’ vulnerability to drought.ChapterⅣstudies the relationship between drought vulnerability and sustainable land management.ChapterⅤproposes adaptive responses about sustainable land management combined with the actual condition of the study area.ChapterⅥis the conclusion part of this paper,which points out the innovative part of this paper as well as statements that need further exploration.According to the research mentioned above,this paper draws conclusions as follows:(1) Drought is the uppermost climate disaster in the study area,however,in severe drought conditions, farmers’ adaptation activities to drought seem lacking or weak,therefore,farmers are serious impacted by drought.A strong vulnerability of farmers to drought is led by the strong sensitivity and weak adaptive capacity and resilience.(2) The vulnerability of rural households to drought differs in different educational level,age,skills,area of land management and source of land.(3) There is an interactional relationship between sustainable land management and drought vulnerability of rural households.Some measures about sustainable land management can reduce vulnerability to drought, such as expanding the scale of land management appropriately,land transfer,returning farmland to forests and grassland,improving the agricultural infrastructure,water-saving irrigation,reasonable adjustment of planting structure,as well as implementation of conservation tillage;drought vulnerability will not only affect the farmers’ active participation in land transfer and improvement of water infrastructure construction,but also can reduce the input of farmers on the land.(4) In order to reduce the vulnerability of farmers to drought,adaptation measures about sustainable land management should be taken based on the farmer and the government level.
