Abstract


Looked from the agricultural developed country,the family management mainly join the agricultural industry system through the cooperative organization way .The agricultural cooperative as an important organization is displaying more and more vital role in the agricultural industrial production and the modernization. In recent years, following the reform and open policy and the market economy development, Chinese peasants milk professional cooperative organization like a new force has brought the vigorous vitality .The peasants milk professional cooperative organization. gets down the peasant household continually and melts the production,supply, distribution in a body and important develops the new century milk industrial production management. It is guides the farmer to become rich. However, the Huhhot milk professional cooperative organization’s financial have many questions such as regarding funding, system,financial personnel, Service quality and so on. Generally speaking, financial of peasants milk professional cooperative organization’s control still to be in the low efficiency and horizontal stage .The milk professional cooperative organization often faces the question which is comes from the financial aspect puzzle, and delayed the development step.This article is based on the thorough investigation and utilizes synthetically some economic theories. Tt conclude modern western enterprise financial management theory、management principle to analyze the financial management questions of peasants milk professional cooperative organization. The full text mainly divides into four parts:The first part mainly analyzes financial management of peasant’s professional cooperative organization. Firstly, to analyzes the characteristics of financial management, such as the Internal management, the ability to resist risks、the credit rating and so on. Secondly, to analyzes the specific content of financial management which conclude Financing, investment, operation and distribution. Thirdly, to analyze the development features that focusing on the input of funds, investment, and distribution.The second part mainly analyzes the main problems of the Huhhot peasant’s milk professional cooperative organization. Firstly, from cooperation organization financing to analyze the organization’s current financial status and to analyze the financing difficulties from the internal and external causes. Secondly , from the internal financial of organization to analyze the weak of financial of organization. Thirdly,From the distribution of funds to analyze the distribution of profits were very irregular.The third part mainly analyzes the problems of Huhhot peasants milk professional cooperative organization underlying. Firstly, from a policy perspective factors to analyze the absence of legal status and policies support. Secondly , to analyze the internal control issues of organization. Thirdly, to analyze the fuzzy property rights are resulting in financial management in the chaotic situation.The forth part proposes some suggestions that improve cooperation financial management. Firstly, give a measure to improve the plight of the financing, which need the onset solutions and foreign aid-based solutions and the integration of two ways to solve. Secondly, to establish a perfect system of internal financial management and accounting measures .such as Standardize asset management control, cost control norms, liabilities control, Share Capital management and standardize the accounting subjects and standardized accounting method. Thirdly , to improve the distribution of benefits. Finally , from the organization’s internal control and property rights.
