Abstract


This article discusses the connotation and extension of the event of sudden pollution of the marine environment; after knew clearly the event of sudden pollution of the marine environment emergency response mechanism ,discussed the event of sudden pollution of the marine environment characteristics and the basic truth ,and discussed the danger of the event of sudden pollution of the marine environment in order to emphasize the importance of building a event of sudden pollution of the marine environment emergency mechanism.This article studied the building and development of the event of sudden pollution of the marine environment emergency mechanism, and discussed the basic elements of the sudden pollution of the marine environment emergency mechanism: First,the emergency main body of the event of sudden pollution of the marine environment. In this part,this article mainly introduced the event of sudden pollution of the marine environment emergency organizations, civil and society organizations in the event of sudden pollution of the marine environment emergency .Second, the counterplan of the event of sudden pollution of the marine environment.This section mainly through illustrating the important role of the counterplan of the event of sudden pollution of the marine environment ,to tell us the existent needing ,requirements and content of the counterplan of the event of sudden pollution of the marine environment.Third, yellow alert’s mechanism of the event of sudden pollution of the marine environment. Yellow alert’s mechanism of the event of sudden pollution of the marine environment is important part of emergency mechanism ,this section mainly told us how to build a yellow alert’s mechanism .Forth, information’s public system of the event of sudden pollution of the marine environment.This section mainly introduced the importances, the principles,the measures and the contents of information’s public system of the event of sudden pollution of the marine environment. Fifth, meet an emergency measures of the event of sudden pollution of the marine environment.Sixth,the system that propagandize education, exercitation and maneuver of the event of sudden pollution of the marine environment.Seventh, cooperation between international and local about the event of sudden pollution of the marine environment emergency.Eighth, the rehabilitation and reconstruction after the event of sudden pollution of the marine environment.The emergency of the event of sudden pollution of the marine environment not only advance the prevention, control of things, including the rehabilitation and reconstruction afterwards. At the last part of article,I will be introduce the emergency legislation defects of our country, then through study law of nations and western couptries’experiences about this aspect ,as well as sum up the experiences of our country, bring forward the mode about this aspect of our country.
