Abstract


"Environmental Information Disclosure Approach (trial implementation)"of our country, simultaneously implemented with "Regulations on Open Government Information" since from May of 2008. Now the government environmental information public system construction and the practice operation already have been very greatly progressive compared with formerly, but along with time development,the way of the public information’s acquisition are more variety, the speed and breadth of the information dissemination also increase substantial. Under such background, how we to design government environmental information disclosure system and the operation way have become the topic which is worth studying.There are three major parts altogether six chapters which are the introduction, the main text which include four chapters and the conclusion in this article. In the introduction, two events which occur in the real life lead the topic which this article needs to study; In the second chapter, firstly the exact meaning of the main basic conceptions are pointed out, then the author studies the government environmental information disclosure system in actual operation present situation through his own investigation; The third chapter elaborates the government environmental information disclosure system emphatically has the value in the transformation of the mode of government management, strengthens of the public scrutiny, scientific and democracy decision of the environment executive, promotion the public participation; In the fourth chapter, the author gets lessons from analysis the modeling experiences in other countries of the world in four factors:subject> content* way* relief; In the fifth chapter, the author makes a number of recommendations for the system designing and the practice operation of the system to consummate government’s environmental information disclosure system; In the conclusion which is the last part of the article, the author makes a summary of this article.
