Abstract


With the quality of urban life with the residents to improve levels of demand. And urban environmental issues become increasingly prominent,to improve the urban environment, beautify the urban landscape as the goal of urban green space and to strengthen disaster prevention and risk functions of urban green space in urban green space , the combination of construction,has become the urban construction and sustainable development an important part.In accordance with the "Eleventh Five-Year period of national emergency response system for public events planning" in the proposed. "Millions of people, capital cities and cities in accordance with the relevant planning and standards,speed up the building emergency shelters". Against this background, the author through the use of literature review method. A Comparative Study of Law, Interdisciplinary Law,Integrated analysis system, such as research methods on the Harbin emergency and disaster-prevention functional green space system planning and layout of a systematic study in depth.Based on the results of field investigations. This subject for research is base on the sustainable development thought and environmental protection theory, ecology theory, urban planning principle, urban green space planning and such theory, principle etc.correlated with urban green space planning and construction,combine and use the calamity,environmental protection to study,such multi-disciplnary theories as the city takes precautions against calamities and studies carry on research.Finally, Harbin planning green space as an example,of urban green space planning and layout of the city parks line the empirical research,and city park in Harbin emergency and disaster-prevention planning,radius of emergency and disaster-prevention, classification and other proposed suggestions.In this paper, systematically expounded the concept of urban green space and urban development, as well as the type of disaster,produce factors,urban green space for urban disaster prevention and the role of the principle on the basis of,focus on urban disaster prevention in urban parks hedge an important role in functionality.The results of research are:of urban green space involved in disaster-prevention, mitigation, emergency- prevention, such as the definition of the concept;Summarized the size of the park at all levels of disaster preparedness and prevention services to a radius of hedge.Green Space from the Harbin layout mode analysis of disaster prevention function;City Park of Harbin disaster classification;Analysis of the existing city parks and park facilities, compatibility of emergency and disaster-prevention.Hope that through research and analysis in these areas,for the future planning of urban green space to provide a new direction of thinking,urban green space for the emergency and disaster-prevention, layout, management of reference.
