Urban water environment of has had a significant impact on characteristics of urban ecosystem,which is the important component of the city’s ecological environment.With the rapid development of economy and the acceleration of urbanization,people who are eager to have favorable water environment in order to improve the quality of their lives,are gradually taking serious with the construction of urban water environment system.However,people in many cities cannot satisfy their desire because of water shortage,especially in the dry and water shortage city.Such problems as how to construct water environmental system in dry and water shortage regions and where the resource of water environment comes from has received a huge amount of attention by the government and society,therefore,research on the sustainable development of water environment system construction pattern in dry and water shortage region of the Northwest is of great theoretical significance and using value.This paper analyzes the common problems through the process of development in urban planning and construction of water environment existed in Northwest regions. According to the regional characteristics,water environment pollution and water shortage of this district are analyzed,the reason of the fragile ecological environment, and the necessity of construction of water environment is discussed in this paper. Taking the dry and water shortage regions as research object,urban water environment and system construction of advanced concepts both in and abroad are applicated,we propose water environment system construction pattern in dry and water shortage religons to cut down urban pointsource and non-point source pollution load and to construct sustainable urban water environmental system in these regions.It’s a pattern of water resources sustainable utilization integrated by collection of urban drainage, rain water reuse,sewage treatment and recycling and landscape and green recycle water.On this basis,according to the the overall construction goal of Xi’an National Civil Aerospace Industrial Base,scientific planning of water environmental system construction schemes and construction of the water environmental system in artificial are proposed in the base.The system is a water environmental system pattern which is integrated by urban rain/sewage reuse efficiently,water circulation and the harmonized ecological environment that can offer references for water environment system construction in dry and water shortage city in the future.
