Abstract

The rulers of Qing Dynasty ruled into a dilemma in the sixties of the nineteenth century. Beganning in the late Qianlong deteriorating political corruption,which greatly reduces the effectiveness and security of the rule of the Qing Dynasty.There were more and more the uprising around the countr.The rebel of The Taiping Kingdom was a major reason why the deterioration of the political problem of long-term accumulation of results.And make it come to the surface of political decay.Though the multi-doing for the power,there had not the slightest turn for the better.The Xianfeng Emperor suddenly died because of long-term suffering and the highest power combined by widows and orphans which increase the contents of Council the power crisis.By the power of a sense of crisis,derived from the power of safe political topic,Thus,the financing authority and national security means became the two main themes of the highest decision-making in the sixties of the nineteenth century for the Qing Dynasty.because of the emergence of the power crisis,the highest decision-makers from the succession mainly was by the virtue of even deep-solid sense of the imperial power inherented in society and maintain a system of etiquette to reconstruct the imperial system in order to gradually reversing the power crisis.However,based on the imperial powers of the sensitivity of safety is always an impact on high-level decision-making an important factor in the Late Qing Dynasty.There were two different ideas to achieve security in the country which have had a disagreement and conflict.The power of high-level psychologists firmly believed that the moral probation and promoting the role of social norms to promote the society through the letter stresses Xiumu way to restore order and national prosperity purpose.Therefore,they strictly stick to the law and the principles of virtue and morality of the ancestors and they firmly opposed teacher beliefs and other foreigners in decision-making.The others who feeled the stronger of the enemies hoped that they could study more directly from the West to reverse the crisii in the country that this lead to the conflict with those who observe old system.The power of the sensitivity of safety,as well as conflicts based on different ideas increased this period of difficult decision-making.So there are probably offset each other about the implementation of the effect of the decision-making,The fundamental problem is that decision-making power could not help them who wan the decision-making ability to formulate and implement.The situation of the decentralized decision-making power decision-making in the Late Qing Dynasty formed the both the phase relationship between the constraints compromise,a unified mechanism.To maintain this mechanism,imperial power concepts,moral values such as the inferiority or superiority in an orderly manner together constituted the value system.This was the roots of the problem to break difficults of the Late Qing Dynasty.
