In recent 20 years, especially since China had entered to the World Trade Organization (WTO), Chinese education had developed at an unprecedented speed. However, there are few researches about competence model of university counselor in China. Thus, it is necessary to establish a political counselor competence model. Taking the theory of competence as a guide, establish some systems, such as the scientific counselors of the recruitment, selection and performance evaluation. The systems can help universities to select suitable counselors, and what is more, it is conducive to establish an expert, professional team of college instructors, and that will help universities to make their training objectives come true much earlier.This research is to study and analyze in demonstration about the skill and integrative diathesis of counselors in Chinese universities. It also provides a preliminary search on human resources development and optimizing the organizational structure, and provides a theoretical basis. First, this article summarizes the definition of competence, the research results both home and abroad, briefed concepts related to competence. Recall the competence model of political counselor in universities both home and abroad. This research takes the counselor of university in Guangzhou as survey swatch, using literature search and analysis, BEI method, in-depth interviews, questionnaires and so on to establishes the questionnaire survey of competence model of university counselor , and than to recycles the questionnaire result to and uses SPSS for Windows 14.0 to enter statistical analyses, such as factor analysis, variance analysis and so on. Through the analysis , we can set the structure of competence model of university counselor include: The individuality character, the ability of communication, perceptual ability, the ability to obey the discipline, leadership, political accomplishment.This research had discussed the competent strength model, it may provides the examination and the appraisal reference for the university counselor’s employment, training, checking in the South China area especially Guangzhou.
