Abstract


As international shipping center eastward and the International Maritime Organization to develop education and training of the crew members of the Convention into force and implementation of the Higher Maritime Education and Training is facing international, highly qualified personnel sailing opportunities and challenges of higher education reform and sailing students explore management has become an urgent study. Implementation of maritime colleges paramilitary management began in 1953, Dalian Maritime University , Dalian Maritime University and the formal establishment of a semi- defense nature of institutions . Maritime College Majors paramilitary management has been nearly 50 years of history , its overall quality training maritime personnel , improve the quality of education , to create a good educational environment has played an important role in safeguarding . Paramilitary management job has its own characteristics and laws , the current maritime paramilitary management expertise with respect to the development of the shipping industry have a certain lag, this paper summarizes the review of maritime institutes paramilitary management theory and practice on the basis of similar institutions through the world's paramilitary management model comparative study , analysis of the maritime professional management deficiencies and the implementation of new management model paramilitary necessity , and proposed a new paramilitary management mode. This paper also considered as paramilitary management personnel for training high-quality sailing has an extremely important role and should therefore be aligned with the militarization of scientific and rational way to evaluate the quality of management , the article in a clear evaluation methods , the proposed Maritime Professional paramilitary management quality evaluation principles and standards , and build a more complete paramilitary management quality evaluation system.
