Abstract


In the 21st century , education is increasingly becoming the decisive factor in the level of national development and international competitiveness . Educational issues as human primary key factor to meet the challenges of the future , caused a high degree of attention of governments around the world , countries have come out with a variety of national decision-making and programs . China 's education development process , expanding the difference between urban and rural areas , regional differences , inter-school differences and group differences is increasingly clear that a serious challenge to the education fair and impact on other aspects of the social and economic . On the basis of a deep understanding of the thinking of the scientific concept of development and education fair to promote the balanced development of basic education in a particular region has a very important theoretical and practical significance . This article is based in Mianyang City , Sichuan Province , Mianyang actual development of basic education , especially education after the 5.12 earthquake actual research Mianyang balanced development of basic education . Focused on urban and rural balanced development of basic education standards and core values ??; promote the balanced development of basic education in Mianyang City, the necessity and feasibility analysis ; -depth analysis of the non - balanced development of basic education in Mianyang City, the main reason for post-earthquake ; the differences explored a series of countermeasures to promote the balanced development of basic education in Mianyang City . This paper argues that , should properly handle the relationship between post-disaster economic development and educational development , the establishment of a scientific and rational basis for the balanced development of education mechanism , to ensure adequate funding for basic education and tilted in favor of rural and poor areas , and strengthen the rural schools and schools in poor areas faculty building make great efforts.
