Abstract

A country's education and career development of the country's economy is closely related to the relatively slow economic development, economic development is relatively backward in the case of educational resources is relatively poor. In this case, the state unable to support or can only make some people get the right to education. After decades of development, China's rapid economic growth has, educational resources are relatively more abundant before, countries have financial support balanced development of basic education, educational equity and thus gradually mention the party and the country's agenda. Equity in education and public nature of education is very present and future period of time before China's education development of important guiding ideology. This paper aims to think about what we Chinese people are facing the practice of educational equity issues, trying to build government at the center, market and society as the two wings of basic education development model, development of education and economic development to achieve a dynamic balance between the national foundation educational opportunities and quality assurance, to promote the national economy to a healthy and stable direction, and thus the steady progress of urbanization and the realization of socialist modernization lay human resource base. The first chapter is the development of basic education in rural China and the reason there is a gap analysis. First author from both the vertical and horizontal outlines the Chinese urban and rural basic education development. Western developed countries from the analysis in this chapter is based education policies adopted fairness, measures to start, clear the United States, Britain, France and other countries education policy rational factors and effective measures for the equitable development of basic education in China made a useful reference ; secondly, there are many developing countries the practice worthy of emulation place; international and national organizations, though fundamentally different from, but in the basic education efforts China can learn from. The third chapter is to achieve the equalization of basic education in rural China the path to explore. In the first three chapters, based on a clear gap between urban and rural education to solve the basic ideas: from the realization of social justice and urban and rural development point of view to solve the problem of the gap between urban and rural education; efficiency and equity of education to pursue unity; to fully implement and enhance the quality of education; to increase investment in education, strengthening teacher team construction, speed up the process of education and legal system. To basic education with the government, the relationship between the market and society is to achieve basic education a clear prerequisite for fairness; system security is to achieve equalization of basic education in urban and rural areas the key; financial security is to achieve the equalization of urban and rural basic education support; key point is solve left-behind children and children of migrant workers of both the problems of basic education, rural and urban basic education fairness.
