Abstract


Today’s knowledge-based economy, to be a strong country, prosperous people, technology development, is to protect personnel. Countries around the world are concerned about human resources and management systems and so on. For us, the only institutionalized specialization, standardization and development of human resources management in order to ensure the full emergence of various types of personnel, in order to contribute to China’s economic construction. "Talent" is to revitalize the old industrial bases of Jilin, the first resource. Foreign intelligence as human resources constitute the main elements of the current talent is an important part of the work.
