Abstract


In the system of WTO free trade,various forms of new non-tariff wall emerges as the time requires,among which blue trade barrier is.It is the international trade protection measure with the main pretence of protection of labor environment and survival rights about the labors,its nuclear problems are labor standard and it is the product of combination between labor standard and trade protection.Developing countries strongly protest this combination,but there is no vulgate,uniform labor standard now in the world.Under such circumstances,developed countries take many measures related to labor standard in restraints of trade to the products of developing countries,which strike the international trade and make great loss for developing countries,especially China.Standing on the position of developing countries,the author links theory with practice and analyzes the fundamental theories,effect and the path of blue trade barrier.After these,the author brings forward options of the path of the blue trade barrier with the combination of the characteristics of international trade in our country.Six chapters in.this thesis:Chapter one:introduction.This chapter mainly introduces the research problems,viewpoints and results about blue trade barrier,and research content, thesis framework,research methods are followed and finally ends with the innovation and shortcoming of this paper.Chapter two:literature review of blue trade barrier.Meaning,characteristics, causes,development and fimdamental theories it depends are explained one by one, from above it is pointed that the causes of blue trade barrier are from three ways: politics,economy and consumers’ preference.With the development of globalization,labor standard is multilateral step by step,not unilateral and it is the general trend that the problem of labor standard brings into WTO multilateral trade due to the vulnerable and depending status of developing countries in economy.Chapter three:analysis of economic effect of blue trade barrier.Using for reference of technology trade barrier,the author points that blue trade barrier functions as duty for developing countries,that the short period push of blue trade barrier can control amount and price of trade,becoming challenge and strike to labor-intensive industries of developing countries and that in middle and long period, the improvement of labor standard promotes trade,be good for optimization of industry structure and enhance international competitiveness.Chapter four:options of path of blue trade barrier.Three options are put forward: actively response to blue trade barrier,transfer market to avoid it and do rent seeking to span it.After analyses,findings are that the first option is the best with high efficiency;the second take the second place in efficiency and the last,the lowest efficiency.Developing countries should choose the suitable options according to their ability.Chapter five:effect and demonstration of blue trade barrier on international trade in our country.Linking the development situation and characteristics of our international trade,from three layers of macro,medium and micro,the author analyzes the effect on our international trade of blue trade barrier and demonstrates the problem with the example of textiles export.(1) macro-layer,blue trade barrier will have negative impact on our trade terms,attraction of foreign capital and export principles.(2) medium-layer,blue trade barrier will have negative impact on labor cost advantage and competitiveness in labor-intensive industry,while it will have active impact on upgrading of industry structure.(3) micro-layer,blue trade barrier will be helpful to guarantee labor supply of export enterprises and lower international competitiveness of export products.(4) From long term,improvement of labor standard in textile industry will enhance the competitiveness of textile export.Chapter six:the span path of blue trade barrier.After the analysis of effect in chapter five and according to the characteristics of our international trade,the author advises the path to span blue trade barrier correspondingly from the layers of macro, medium and micro.In macro layer,the government should participate in the negotiation actively,accelerate the readjustment of the industrial structure and establish certification systems linked to international practice,perfect administrative legislation and improve the supervision of law enforcement.In medium-layer,make full use of guild service,self-discipline and intermediate government consultation function.In micro-layer,enterprises should arouse blue awareness,expand blue production,try to lower cost,promote brand consciousness and develop the blue standard audit certificate.With the efforts of these three layers,it is hoped that our country can span blue trade barrier smoothly.
