Abstract

Since the 1990s, China’s economic development has made rapid rise, the gross national product in the mid - to maintain the growth rate of around 10 percent. The economic development promotes the cause of domestic to develop on a high speed. Communications industry, as the industry which closely related to the civic lifestyle, had a profound innovation. The proportion in the national industry system becomes larger. Several large domestic telecommunications business operators, China Mobile, China Unicom, China Telecom and China Netcom were listed. The volume of business in the communications industry had a sharp increasing. Till the end of 2007, the total number of domestic fixed telephone user reached to the 365 million, the number of the mobile phone user reached 547 million; the number of the internet access user reached 85.955 million. The communications business rapid development based on the communication network expanding and improving. And a higher and new requirement was given to the construction of communication network. Communication construction Project management, to its unique professional categories and involved areas, became a new subject in the project management.The quality of communication projects, on the one hand direct impact on the national communications network and the quality of information security; On the other hand, as well as to operators in the project completed and put into use after the operator’s business income, In other words, the sooner the projects completed, the sooner the operator could conduct the business. Clearly, the nice communication project works could be an important significance on keeping the national communications network integrity, unity and advanced nature and for the communication industry bigger and stronger. Following the deeper system reform by the communication operators recently, the managers of the operators regarded the communication project management as the most important position. In the various project management words, how to command the schedule of the communication projects and how to control the various factors which influence the communication project constructing is the first things should be considered by the managers.The progress management is an important objective in the communication constructing project management. It placed a very important position in the stages of the whole project management. On the one hand, the successful progress management is a direct bearing on the project success; on the other hand, progress management is closely relationship to the various stages and factors in project construction. For the effective controlling on the progress in the communication project construction, not only guarantee the project could be delivered on schedule and put the investment and society benefit timely, but also be conducive to safeguarding national or regional economic system well, effectively promoting the development of national economy and improving the citizen’s material and cultural living standard. This article puts the theories and control methods in progress management and the characteristic in actual communication project together, respective analyzes the cost factors, quality factors, organizational factors and risk factors which impact the progress management in modern communication construction project, gives the objective mark for the impact degree to the project which caused by the various factors in the progress, evaluates the different impact degree on different projects; meanwhile, find out the scientific, reasonable and feasible methods to manage and control the factors impacting the project progress. Thus ensuring the project on time, qualitatively and quantitatively, as far as possible, the operation of low-cost completed. Using the advanced theories and methods to solve the problems in the progress management of the communications construction project.
