Project pre-evaluation is an important part of research work for power engineering construction project, is a prerequisite for investment decision-making. Through a more objective assessment for the project and its implementation program, providing a direct and ultimately basis for decision-makers independently, it is more than authoritative of the feasibility study. For this, according to the actual situation of YiMin coal and electricity consortium project, combined with the development of power system planning, fuel, water, transportation, environmental protection and other relevant factors, demonstrating the plant conditions of the project, process system program, advancing estimation of investment and economic analysis to the project, carrying a comprehensive analysis and scientific assessment about technically possible, economically advantageous and feasibility of building to the project. So, this paper providing a basis for decision-makers, estabilshing a solid foudation for implementation of the project.
