Abstract


The question is the income of the farmers in China’s economic development is more prominent issue,but also solve the "three rural" issue at the core of the problem.Since China’s reform and opening up,although agriculture was developed by leaps and bounds,a substantial increase in the income of the farmers,but generally speaking,income levels remain low and slow growth.In this paper,the slow growth of income of the farmers this issue,the use of theory and countermeasures research and comparison and analysis of the three integrated approach,at this stage of our farmers income,and a source of income and restricting the growth of peasant incomes policy factors.which affect peasants to increase income of policy factors are mainly embodied in five areas:Agricultural inputs under the policy,such as weak agricultural infrastructure;agricultural science and technology policy is not in place,such as agricultural science and technology innovation system construction imperfections;the rural market’s policy is imperfect,such as the instability of agricultural products import and export control;farmers education policy is not perfect,such as rural education funding shortage;in rural areas of fiscal and tax policy is imperfect,such as limited financial support agriculture efforts.Peasants to increase income through the constraints of the policy factor,thus raising the income of the farmers raised the level of policy options,including several specific policy orientation:For example,on strengthening the construction of a system of agricultural science and technology innovation system of agricultural science and technology policy options;on the increase of agricultural input and policy options;on strengthening the control of import and export of agricultural products in rural market policy options;on improving the employment and training system farmers transfer of the rural education system policy options;on efforts to increase financial support agriculture in rural areas of fiscal and tax policy options.
