Abstract


All the important social and economic activities are from the beginning of the project , the project 's investment decision-making is essential for the economic development of a country or region . The project evaluation can provide a scientific basis for investment decisions . Can not adapt to today's changing society and the natural environment , some of the investment decision makers skeptical of the preliminary evaluation of the project , the and evaluation department also want to try to improve the results of the evaluation , but it the evaluation thinking has not changed , the total results unsatisfactory . Therefore, there is a need for this study . Learn from the results of previous studies based on integration into the insights of many new . Departure from the performance of forest tree seedlings engineering formation mechanism , based on the characteristics of the design principles of the project performance evaluation and public works , from the key influencing factors ( cost , time and quality ) of forest tree seedlings engineering performance , the project life cycle and the balanced scorecard the card three angles to establish a practical , dynamic and universal significance of forest tree seedlings engineering executive performance evaluation index system .
