City is the crystallization of human civilization. Lewis Mumford the modern American philosopher said: "The city is a special structure that is dense and compact, which is designed to spread the fruits of human civilization." Most text of "civilization" in Western world, are derived from the Latin "Civitas" (meaning "city"), this is not accidental. With the feature of eclectic, all-inclusive, constantly updated in Urban area and promote the improvement of human social order.The Istanbul Declaration issued by the United Nations Habitat Organization In 1996 emphasized: "Our cities must be able to live with human dignity, health, safety, happiness and hope for a happy place to live. " The originator of the challenges which influence the cities, whether it is crowded, pollution, crime or conflict, are all rooted in the mismatch between the various relationships in the process of urbanization on human and nature, human with human, spiritual and material, long-term mismatch will inevitably lead to a retrogression in the quality of life and even regression of civilization.This article adhering to the basic idea that "comparison to identify gaps, analysis to draw ideas, learning to be innovative and go beyond", trying to establish the dynamic open comparison system, Through investigation, discussed on the evolution of spatial form and regularity of the system, under the clear premise of the whole concept of the evolution of small towns on the Sino-German settlements pattern, to explore the deep hierarchy of the development of Sino-German small town space settlement structure, briefly discussed the morphological characteristics of settlement space, and then sum up the basic law of evolution and development of small towns space form, learn from experience of small towns in Germany and looking forward to develop a sustainable small urban spatial form in the future. Paper is divided into six chapters:Chapter One: Introduction. Describes the research background, current situation and the main content, ideas and methods.Chapter II: Overall concept of settlement pattern evolution in small town. Clarify the basic concepts of space settlements in small towns, space elements of, the overall structure, and space hierarchy, Discusses the evolution process of settlement spatial form in small towns so as to establish the overall concept of evolution.Chapter III: The deep structure development of small towns space in China and Germany.Discussion focused on various factors effect the development of small towns’space form, under the dynamic operation that influent the inner structural role of the urban space. The social, economic, cultural, ecological and other property within in the performance of urban spatial structure are the reflection of the inner structural role. This article will summarize these different attributes to four types and eight aspects, that is the socio-cultural, economic & technical, construction, environment and political policy etc., while urban spatial form are not a direct reflection of these deep structure aspects, even if in a certain period that one factor dominate the development of urban spatial form , such synthesis is not a simple superposition of the role, but the integrity of the formation of a new law, that the basic law of urban spatial development.Chapter IV: Morphological characteristics of small urban spatial development in Germany and China. This chapter discusses the urban spatial form of development,urban spatial form is the appearance features of urban deep structure and development law. This was the phase characteristics of the space at different levels have different performance. Urban areas have an interaction between each other that generate regional patterns. This chapter based on the specific problems of small cities and towns, summarize the experience of the construction small towns in Germany, sum up the idea of some laws and measures, combined with China’s national conditions and proposes enlightenment for the small towns construction practice in China.Chapter VII: Building a sustainable development of small urban spatial structure and shape the future spatial of small towns.This paper selected a sample of distinctive small towns in China and Germany, to make the comparison under an open and dynamic perspective in ord to describe--how they grow, how to maintain, and their relationship with the surrounding nature in distance, their needs and problems, achievements and failures . Of course, the article also describes the focus on people, from the monarch to civilians, after all, without human beings, towns will never exist.
