Abstract


Government ethics of responsibility is an important part of democratic politics . With the development of China 's service-oriented government building , in reality, there is a theoretical aspirations and practical needs of the ethics of responsibility . By analyzing the connotation and characteristics of the concept of ethics of responsibility , to resolve ethical component in a service-oriented government , in order to achieve a clearer understanding of the responsibility of the Government , in order to get out some responsibility for the plight of reality , and to promote the responsible administration . The ethics of responsibility on the basis of the agent for the government credit , it showed the the subjective conscious responsibility has an important function to guard against the risk of liability , its essence is a public authority ethics . The formation and maintenance of government ethics of responsibility , it is necessary to rely on the moral culture of government administrators , the main responsibility for the ethical consensus and the cultivation of the ability of responsibility , and the mechanism constraints on government ethics of responsibility .
