Abstract

Throughout the 1970s, the Western developed countries in order to meet the challenges of globalization, information technology, increased international, as well as to get rid of the financial crisis, crisis management and crisis of public trust, and improve government competitiveness, continued with the set off the Government Reform boom. Government management innovation and reform through the establishment of a strict, measurable performance evaluation mechanism. Government Performance Evaluation by the widespread concern and attention of the governments of the world and academia as an important tool to evaluate and improve the performance of government departments, and to become a leading issue of modern public management research. Performance Evaluation of the missing role to play in the evaluation of the ability of government departments, to supervise the behavior of government departments to improve the performance of government departments to improve the relationship between the government's public sector and public. Government Performance Evaluation in China started relatively late development is lagging behind, and the lack of a complete set of scientific performance evaluation system. The scientific concept of development to guide and promote the all-round development of the work of the Government Performance Evaluation, establish a complete specification of the government performance evaluation system, the performance of important guiding significance on the deepening of China's current administrative system reform and improve government departments. Therefore, we have to learn from the experiences and practices of the advanced countries in government reform, efforts to build China's science and improve the performance evaluation system, the advanced concepts of service-oriented government into the guidance of the scientific concept of development, performance evaluation system for government departments through traction-oriented performance evaluation and incentive to promote the government management innovation, improve the efficiency of government services, improve the quality of government services, and the government to become a rule of law, the people of this responsibility efficient government, and promote the construction of service-oriented government. This paper is divided into five parts: the first part of the basic theory, to assess the performance of government departments, the developed countries of the course of development of the public sector performance evaluation, the revelation of the performance evaluation of the developed countries, government departments and other point of assessment theory and the origin of the performance of government departments were reviewed. The second part, from the stage of development of the Government Performance Evaluation basic classification and the main mode of Government Performance Evaluation practical significance introduced the development status of the performance evaluation of China's government departments and practice. The third part of the performance evaluation of a comprehensive evaluation of the organs in Hangzhou case in-depth analysis and research. Review in this paper a comprehensive evaluation of the work of the organs of Hangzhou, the main features of a comprehensive evaluation of the work, analysis of the results achieved to study the problem. The fourth part, from a comprehensive evaluation of the organs in Hangzhou of China's government departments performance evaluation practice put forward the main problems of the performance evaluation of China's government departments, cause analysis. The fifth part, put forward relevant proposals to improve the performance evaluation of China's government departments. Government departments, particularly in accelerating performance to assess the process of building the legal system, speed up to study the introduction of the Government Performance Assessment Interim Regulations establish a pool of experts competent authority in Government Performance Evaluation effectively strengthen the cooperation of the government with the professionals and experts to enhance the performance evaluation scientific innovation. In this paper, using the research methods of literature, empirical and comparative research, learn from foreign advanced ideas and experiences, targeted to solve the problems of China's Government Performance Evaluation, trying to further improve our performance evaluation system of government departments, thereby increasing government efficiency to accelerate and deepen the reform of the administrative system.
