Abstract


In the perspective of sub-national government foreign affairs theory,this thesis try to demonstrate the flatwork and the operation of foreign affairs of Macau Special Administrative Region(Macau SAR),in order to summarize the theory of Special Administrative Region foreign affairs with Chinese characteristics.Meanwhile,this thesis originally integrate the mechanism of "Macau Platform",of which the hard core is the Forum of economic and commercial cooperation between China and the Portuguese Speaking Countries,and dig into its effective performances in the cooperation in the field of economic,politics,human resource and etc.Furthermore, this thesis try to argue that base of the development of Chinese diplomacy in the new era,Macau Platform should be optimized by functional regulation and mechanism enlargement in the up coming future.In Chapter I,the thesis will bring forward the legal framework and theoretical framework of Macau SAR foreign affairs.And then,the thesis will focus on the survey of the relationship between China and the Portuguese Speaking Countries in ChapterⅡ.In ChapterⅢ,the thesis will analyze the operation framework of Macau SAR foreign affairs by observing the actor,the domestic channel and the international channel respectively.As the vital part as concerned,ChapterⅣwill argue that mechanism of"Macau Platform",of which the hard core is the Forum of economic and commercial cooperation between China and the Portuguese Speaking Countries,play an increasing role in the elevation of China and the Portuguese Speaking Countries economically,politically,culturally and etc.And Chapter V will make a brief conclusion and prospect on the development of Macau Platform,in terms of functional regulation and mechanism enlargement.
