Marine radar is an indispensable navigation equipment in the sailing. The collection and digitization of the radar is the foundation of the radar information processing. Accurately digitalizing analog radar signals, to construct stable and reliable data acquisition systems, has become an important premise in marine traffic information processing. As the research elements of follow-up echo data characteristics, how to acquire the radar echo data effectively is a key process. Research on the characteristic of the marine radar echo data is an important basis in the radar information processing and in the use of radar correctly.Based on the analysis of the function and characteristics of marine radar and other synchronized signals, the multiple signals of sampling design was put forward for radar echo signal acquisition unit, echo signal, the prow signal, location signal and triggering pulse signal is synchronous sampled from marine radar unit .Based on the proposed the design scheme, radar echo signal acquisition and storage solutions was designed based on Windows operating system and PCI bus hardware platform. The signal transformation module solved and realized matching problem between acquisition cell and radar signal unit. The radar signal acquisition and storage platform was designed based on windows operation system. It achieved real-time marine radar data storage. In addition to the follow-up data analysis, software platform was design based on MFC framework and the SQL database. According to specific file formats, it decoded the sampling radar data to import the radar data.Using the mathematical statistics method and increasing the sample data, the paper figured out large amounts of sea clutter data. The frequency histogram intuitively described the characteristics of radar sea clutter distribution .Then fitting the frequency histogram obtained its distribution trend, finally it came to a conclusion that sea clutter obeys Rayleigh distribution mathematical model. In the end, the essay compared and analyzed the corresponding average of sea clutter data in sunny and rainy days.
