Human resources management in the process of reform and opening up , the state-owned enterprises already have some foundation , but no corresponding development due to the long-term effects of institutional constraints , human resource management of state-owned enterprises , enterprise talent did not introduce real competition and elimination mechanism talent does not flow , making state-owned enterprises within the system , employees do not have a sense of crisis, lack of competitiveness, and ultimately there is no way to get the complete play makes the efficiency of enterprises . This paper surveys , literature research , quantitative analysis , case studies and other methods , combined with the characteristics of the state-owned enterprises operating under the premise of the strengths and weaknesses of the situation of human resource management in the study Huaneng Group , Huaneng Group human resources management recommendations . In conclusion, the article concluded , Huaneng Group to establish a set of economic development is adapted to be able to attract talent , retain talent , and the rational use of personnel , training and development of talents , and fully mobilize the enthusiasm of the staff the new mechanism of the Human Resource Management , to achieve human optimal allocation of resources , and promote the sustainable development of enterprises . State-owned enterprises should change the status of human resources management must establish that human resources are the primary resources , human resources is the new concept of the corporate strategic resources .
