Abstract


The long-term goal , quality first \To ensure the quality of construction is the eternal theme of the engineering design, construction and supervision work . High-quality projects not only to the investors , the society brought about the potential benefits , but also will build good reputation , thereby enhancing the competitiveness of enterprises . With the development of the national economy , the construction industry has gradually become a pillar industry of China's national economy . However , due to the presence of non-standard construction market , building laws and regulations are not sound , combined with internal management confusion and other reasons caused by the construction side \This is not only a serious infringement of the state, society and the interests of the people , but also result in huge losses to people's lives and property . Due to the late start of the construction industry in China , the laws and regulations on the quality of construction is far from perfect, the building behind the development of the national economy legislation in a certain sense . Therefore draw on useful abroad and mature approach to improve the relevant laws and regulations in China , has become the main task of the research and practice of construction law and according to the actual situation of China 's construction market development . This paper mainly discussed from the following three chapters on the quality of construction cause of the accident and Countermeasures : The first chapter analyzes the quality of construction accidents concept, characteristics , causes and responsibility as the bedding section of this article , is that the views set before the first the quality of construction accidents have some knowledge , to lay the foundation for the writing below . The second chapter focuses on the countries concerned to prevent the legal norms of the quality of construction accidents and related systems, engineering quality insurance system and construction supervision system . Analysis of the practice and the status quo of the class system , in order to promote legislation to further improve the quality of construction in China . Chapter 3 , for the shortcomings of our legislation and practice on the quality of construction accidents , from regulating the construction market, regulate the supervision of the market and supervision of behavior , improve the supervision mechanism to prevent quality of construction accidents related countermeasures .
