Abstract


As the degree of relative scarcity of water resources intensifies, various water basins between the interests of the main conflict have been escalating. Rational management of basin water resources, effectively increasing the efficiency of the use of regional water resources, to solve the water conflict between regions, has become the urgent problems. With the traditional method compared to economics, game theory in the interpretation of individual rationality and collective rationality of conflict and cooperation more effective. Therefore, It’s a very important theoretical and practical significance to use game theory establish analysis model of water resource utilizing conflict problem.Based on referencing a large number of documents and materials at home and abroad, this paper combines the basic principles of game theory, to explore and establish non-cooperative game model for the current water resources allocation conflict in river basin. It demonstrates the reasonableness of water resources allocation in river basin based on water rights and emission rights, for the river Basin co-operation with the parties, as well as the use of basin water resources. It can promote the optimal allocation of water resources and co-ordinate the interests of the relationship between the main water, through the trading of water rights and emission rights. This paper in Yancheng film of Lixiahe Basin in Jiangsu Province calculated and analyzed as an example. By comparing and analyzing, that the model based on water right and emission rights of the basin water resources allocation will solve the water allocation conflict. Therefore, it has a certain reference to Yancheng film on the optimal allocation of water resources.
