Abstract


Ban policy is another major strategic initiatives introduced by the national ecological construction . Its implementation is of great significance for the protection and improvement of the grassland ecological environment and promote sustainable development of grassland animal husbandry . Herdsman as a stakeholder , is an important participant in the process of policy implementation , and how they perceive the policy , as well as how to respond to the policy , will have a direct impact to the effect of the implementation of the policy . So , standing on the the herdsman 's point of view , the ban policy implementation evaluation is very necessary. This article aims to research through the project area herdsman , empirical analysis of the current policy implementation process the herdsman of policy response and attitudes , and analysis of the influencing factors of the herdsman attitude Finally, combined with the existing problems in the implementation of the policy process , from the herdsman 's perspective , the proposed ban policy implemented countermeasures and suggestions for the Government to draw . The research results show that : first , the vast majority of herdsman will consider草畜is balanced during production decisions , but due to pasture stocking rate approved difficulties , higher cost of execution of livestock balance most herdsman in the actual production the in草畜and unbalanced ; in addition, a small number of herdsman in the face of economic interests may take short-term behavior is not conducive to sustainable development . The second , more herdsman steal , animal husbandry is a violation grazing behavior should not happen . However , standing on the the herdsman 's point of view , steal , animal husbandry but is a rational choice of the herdsman . Third, the test object although 58.75% of the herdsman that the ban policy , compensation standard is low , but still 80.34 percent of the herdsman expressed their willingness to continue to participate in the ban policy . Finally, the herdsman of the the ban policy 's attitude ( in favor or against) is mainly affected by the variable of the respective districts , gender, age , culture , way of life , the scale of farming , family income and other variables herdsman attitude and not significant.
